Organisational Factors Affecting Learning Transfer In The South African Public Service
AbstractThe purpose of the study was to identify organisational factors that affect learning transfer in the South African Public Service. The study was conducted using a mixed method approach. The study was conducted in one of the public service departments with a staff population of 3000 employees. A total of 5 managers were interviewed and 150 questionnaires were distributed, and a 60% response rate was achieved from the questionnaires distributed. Thematic content analysis was utilized to analyse qualitative data and descriptive exploratory factor analysis was utilized to analyse quantitative data. It was found that organisational factors such as organisational and performance culture, supervisor and management role, organisational policies and resource availability play a pivotal role in the ability of employees to transfer learning into the workplace.
