Abstract

The paper investigates the relationship of the migration laws with the understanding of migration in Russia, identified in the 19th century by E.Ravenstein, in pre-Soviet and the beginning of the Soviet periods. General regularities in the opposite ideological and political approaches were manifested in the similarity of some laws that allow us to make generalizations on the basis of which it is possible to evaluate the influence of the political and ideological basis for goal-setting in the field of migration research as a whole, and labor migration as its subsystem.
